Institutional Standards

Foundational governance standards establishing the trusted professional relationships and independent opinion disciplines through which Fulcrium undertakes independent benchmarking. Together, these Standards define both the professional environment necessary for independent benchmarking and the principles governing the formation, evaluation and expression of independent benchmarking opinions.

Together, FRGS-001 and FOGS-001 establish Fulcrium's Constitutional Governance Framework for Independent Benchmarking. FRGS-001 governs the professional relationships within which independent benchmarking may be undertaken. FOGS-001 governs the formation, evaluation and expression of the independent benchmarking opinions arising from those relationships.

Fulcrium Relationship Governance Standard

Institutional Governance Standard for Independent Professional Relationships Founded Upon Trust

Establishes the institutional principles governing the trusted professional relationships through which Fulcrium undertakes independent benchmarking. The Standard introduces Relationship Acceptability as a legitimate governance consideration alongside technical, commercial and organisational acceptance, recognising that independent benchmarking depends upon professional relationships capable of supporting independent judgement with integrity.

Fulcrium undertakes independent benchmarking only within trusted professional relationships. Where, in Fulcrium's professional judgement, the trusted professional relationship necessary for independent benchmarking cannot be established or can no longer be maintained, Fulcrium will not undertake, or may discontinue, the engagement.

Professional Standard for Independent Benchmarking Opinions

Establishes the professional principles through which Fulcrium forms, evaluates and expresses independent benchmarking opinions. The Standard defines the requirements governing evidential sufficiency, scope integrity, methodological integrity, transparency and professional responsibility.

As an independent benchmarking organisation, Fulcrium considers it essential that every opinion it expresses is supported by an appropriate evidential basis. Where, in Fulcrium's professional judgement, that standard cannot be achieved, Fulcrium will not express an independent benchmarking opinion and may decline or conclude the engagement without issuing an opinion.
